Flying other people tandem

In Canada two people can only fly PPG tandem under two circumstances:

Both pilot and passenger have an ultralight aeroplane pilot license
The pilot is an ultralight instructor with passenger carrying privileges (such as my self) and the flight is for instructional purposes only
