Someone who holds PPL or CPL and is current and recent and wants to fly an ultralight aeroplane – powerd parachute only

a) They can fly ultralight aeroplane – powered parachute, Correct?

401.26 The holder of a private pilot licence — aeroplane may act as
(a) pilot-in-command or co-pilot of an aeroplane of a class and type in respect of which the licence is endorsed with ratings;
(b) pilot-in-command of an ultra-light aeroplane; and

b) Is there check on type required for this person?

I am sure your Insurance Company would want one.

c) Do I need to sign off and certify their log book or do they simply learn how to do it and that is it?

That is up to you.

What if it is someone that holds PPL and CPL wants to fly an ultralight aeroplane – powerd parachute only but they are not recent

One must get Recent and Current before they can exercise any privileges. The pilot could do this in an aeroplane or Ultra Light.

Do they get any credit/s towards this or are they to be treated like someone with no experience?

I am unsure what you mean here because no permit needs to be issued because they already have the privilege to fly the Ultra-light. The only time a permit needs to be issued is if the pilot would like an Instructor’s Rating UL.
